We do have a General Assembly that can pass resolutions but cannot enforce them. We have the International Court of Justice that countries could go to for a resolution of their differences. But as long as we have a Security Council with 5 Permanent Members with Veto powers blocking effective resolutions it looks like contries in conflict have little option but to fight to defend their positions.
